Yes, the installer will just need to connect to one phase within the charger and you will be limited to 7kW.
It is only recommended to do this if you plan on upgrading to a 3-phase power supply in the future. You won't be able to gain the benefits of 22kW charging from a single phase power supply, even with a 22kW charger. If you don't plan on making this upgrade, it's best to use a 7kW charger.
